Living space must at all times be in a condition that allows it to be used for residential purposes without significant impairment. It must be used in such a way that residents and neighbors are not endangered or unacceptably disturbed.
If work on living space has not been carried out or has been carried out insufficiently, which would have been necessary to maintain or restore the condition suitable for use for living purposes, the competent authority should order that the person entitled to dispose of the property catch up on this work.
The arrangement presupposes that the use for residential purposes is significantly impaired or that there is a risk of such impairment.
